In 2023, nine departments including the Emergency Management Department, Development and Reform Commission, Industry and Information Technology Department, Finance Department, Science and Technology Department, Education Department, Natural Resources Department, Human Resources and Social Security Department, and Xinjiang Bureau of the National Mine Safety Supervision Bureau jointly issued the "Three Year Action Plan for Intelligent Construction of Coal Mines in Xinjiang Uyghur Autonomous Region". The Toksun Heishan mining area in Xinjiang is located about 90km northwest of Toksun County and about 65km north of Urumqi City. The administrative division is under the jurisdiction of Toksun County, Turpan City.
The mining area is approximately 9.14km to 39.40km long from east to west, 1.07km to 8.01km wide from north to south, and covers an area of approximately 166.27km2. The total scale of the mining area is 40 million tons per year, divided into two well (mine) fields. Among them, the planned scale of Heishan open-pit mine is 35 million tons per year, and the planned scale of Tonggai mine is 5 million tons per year. Each mine is equipped with an equally sized coal preparation plant. The coal products in the mining area are mainly supplied to the Shengxiong Tongxin Industrial Park in Toksun County, the Yilahu Circular Economy Industrial Park in Toksun County, and the power generation coal projects and coal chemical projects in the Toksun County Energy and Heavy Chemical Industrial Park.
